I reported this data already on the BE-45. Do I still need to complete the BE-140?

Yes. Although you may have already submitted similar data on the BE-45, you are still required to complete the BE-140 which is a benchmark survey mailed out every 5 years, while the BE-45 data is due on a quarterly basis.
